3.3.1 Purpose
This procedure describes the criteria and process that the Company uses to plan and establish objectives, targets, and action plans as part of its EMS organizational decision-making process.
3.3.2 Scope
This procedure applies to the objectives and targets set at all relevant levels within the EMS.
3.3.3 Procedure for establishing Objectives and Targets
(a) Company has a documented procedure in order to establish environmental planning, which relates to shipboard activities derived from environmental aspects and impacts and its integration into organizational decision-making.
(b) Consideration of the following criteria is used in the development of objectives and targets for the company:
- Aspects associated with significant impacts.
- Beneficial aspects that increase service to the Company and reduce risk.
- Legal & other requirements.
- Technological options.
- Financial, operational, and business requirements.
- Views of interested parties.
(c) The Company has established methods of identifying environmental aspects of its activities and services that it can control and over which it can be expected to have an influence. Company’s List of Significant Aspects ESM-07B contains aspects that can have a major impact or detrimental effect on the environment.
(d) Objectives and targets shall be set in order to improve environmental performance at all relevant levels and operations of company vessels...
3.3.4 Guidelines for Regulating Objectives and Targets
(a) The company is responsible for developing and recommending potential new environmental objectives to top management. In identifying potential new objectives, the company considers the following:
- Environmental policy;
- SEA (especially those that pose chemical risk);
- Applicable laws and regulations and potential future laws and regulations;
- Practical business criteria, such as the potential costs and benefits of pursuing an environmental objective...
- The views of employees and other interested parties.
(b) Upon identification of significant aspects that can have an impact on the environment the company considers the following while developing the environmental objectives and targets:
(i) Engine Room Bilge Management System consisting of:
- Engine room bilge water generation and treatment
- Sludge containment procedure
- Sludge incineration procedure
- Fuel oil/ lubricating oil transfer
(ii) Black Water System consisting of:
- Storage, treatment and discharge of sewage including operation of Sewage treatment plant
(iii) Gray Water System consisting of:
- Discharge from galley, sinks, washbasin drains, showers and baths
- Excluding drains and sinks from medical spaces
(iv) Hazardous Waste: including use of:
- Paints
- Thinners
- Cleaning solutions that contain hazardous waste
- Pyrotechnics
- Batteries and Cells
- Medical waste
- Fluorescent and mercury / sodium containing light fittings
(v) Non-Hazardous Waste: including:
- Garbage
- Plastics
- Synthetic material
- Food waste
- Recyclable waste
(vi) Ballast water and sediments
(vii) Harmful emissions: including:
- SOx
- NOx
- GHG
- Toxic Vapour
(viii) Oil/Chemical Spills in water
(ix) Conservation of resources and Recycling
(C)The Environmental Policy establishes environmental objectives whereas targets are quantified measures of environmental performance.
3.3.5 While developing and recommending objectives

(a) Company shall consider the List of Significant Aspects EMS-07B. These columns relate to the significance criteria established by this EMS (legal requirements, pollution prevention potential impact on the environment).
(b) After studying the proposal of company, the top management then formulates and finalizes the environmental objectives, and the company assigns responsibility to the group manager of the operations in question, as appropriate, for developing targets and action plans to realize the objectives.
(c) These targets and action plans are then executed and implemented as have been described in the environmental management programs (EMP).
3.3.6 Environmental objectives & targets

(a) Shall be consistent with the Company’s environmental policy. The environmental objectives and targets for each process shall be summarized on a form as in EMS-07F Register of Environment Management Plan
(b) Company shall judge each SEA as per below flow chart and establish appropriate objective and target.

Control or Maintain–is an appropriate objective for SEAs that are the subject of environmental regulations because the environmental policy states that we will comply with the law. In these cases, the objective will be to maintain conformance with operational controls, such as procedures and work instructions that apply to those significant aspects. The target will be ongoing.
Improve–is appropriate for SEAs that our policy commits us to improve upon. For example, energy- or water-conservation that is not required by law but fall within our commitment to protect environment.
Study or Investigate–is appropriate in cases where the company thinks improvement will be feasible and beneficial, but study is needed to determine how much improvement can be achieved and timeframes that are feasible. The objective will be to study the alternatives by a target date in preparation for later setting an improvement objective (or dropping the objective if the study reveals that the changes are not feasible financially, technologically, and logistically).
3.3.7 Review of Objectives and Targets

(a) Performance against objectives and targets shall be reviewed at least every six months by the company and reported at the management review meeting. The management review shall endorse the company’s environmental objectives and targets.
(b) Reviews of objectives and targets shall be recorded in the minutes of these meetings to demonstrate continual improvement of the EMS and conformance to company’s environmental policy.
